I agree that it would be well to amend the

Ordinance as suggested by Mr. Bigg.

Section 5 differs from Section 9, sub-

section 3 of the Straits Settlements Ordinance No.169,

in that it has added at the end the words "who shall

decide the matter".

It would, I think, be clearer if

the word "respectively" was inserted between "shall"

and "decide".

Section 6 is based on Section 9, sub-section

4 of the Straits Settlements Ordinance, but it is not clear whether the liability of the master, owner, agent, etc. is intended to be joint or joint and

several. I would suggest that it would be desirable

to make this clear, and in order to do so, some such words as "all or any of the following persons, that is

to say" should be inserted between the words "board"

As it will be necessary to amend the

Ordinance to deal with the British dominions point,

attention might be called to the other points which I

have raised.
